California Air Resources Board (CARB) Update

 


BACKGROUND


As previously reported in Circular 008-09 the State of California Air Resources Board (CARB) commenced enforcement of the Regulation on Fuel Sulfur and Other Operational Requirements for Ocean-Going Vessels within California Waters and 24 Nautical Miles of the California Baseline effective July 1, 2009.
 
SAFETY INFORMATION AND EXEMPTION CLAIM FORM

CARB has recently provided more information on how to obtain a provisional safety exemption to the regulations.  This is a result of safety concerns regarding fuel switching due to severe weather conditions, equipment failure, and fuel contamination that may adversely affect the safety of a vessel, its crew, cargo or passengers.

SURVEY OF SHIP OPERATOR/SHIPPING LINE EXPERIENCE WITH THE USE OF LOW SULFER DISTALLATE FUEL

The purpose of the survey recently published and required by CARB is to collect information on vessel operational issues/problems that may be related to the use of low sulfur distillate fuels.  The survey should be completed no later than November 13, 2009.

APPLICABILITY

  • All vessels calling/operating in State of California waters
  • This does not apply to vessels that do not call the State of California waters

ACTIONS TO BE TAKEN

  • All vessels calling/operating in State of California waters should be familiar with Safety Exemption and use it if applicable and when deemed necessary.
  • It is recommended that all owner/operators of vessels calling/operating in State of California waters complete and return the CARB survey no later than November 13, 2009.
